Bulut Erkal

HR Focal Point, UNDP

Bulut is an experienced HR and operations professional with a background in international development, economic policy, and strategic human resources. He currently serves as HR Focal Point and Operations & Programme Associate at UNDP Cyprus, where he bridges people strategy with the organization’s development goals. Since joining UNDP in 2017, he has led initiatives in talent management, organizational culture, staff well-being, and performance systems.
With earlier roles spanning HR management, project coordination, financial analysis, and private sector engagement, Bulut brings a multidimensional perspective to people and organizational development. He has worked with the Turkish Cypriot Chamber of Commerce, Thomson Reuters, and Başman Group, and holds a Master’s degree in Business Management from University of Kent in Canterbury with a professional focus on HR strategy and innovation.
Passionate about shaping inclusive, adaptive, and high-performing work cultures, Bulut believes in the power of HR to be a strategic driver for both organizational excellence and social impact.

The Pop in Your Job:
What truly energizes me in my work is the opportunity to create meaningful change—for both individuals and the systems they work in. I love designing HR initiatives that go beyond processes and policies to influence how people experience their workplace. Whether it's helping a colleague grow into their full potential, rethinking how teams collaborate, or building a culture of trust and well-being, these moments of positive transformation are what drive me.
Working in a UN context adds purpose to the profession—knowing that HR decisions ultimately impact communities and development goals makes the work deeply rewarding. I’m especially passionate about bringing innovation into traditional systems, exploring how tools like AI, data, and design thinking can humanize rather than mechanize the future of work.
