Bulut is an experienced HR and operations professional with a background in international development, economic policy, and strategic human resources. He currently serves as HR Focal Point and Operations & Programme Associate at UNDP Cyprus, where he bridges people strategy with the organization’s development goals. Since joining UNDP in 2017, he has led initiatives in talent management, organizational culture, staff well-being, and performance systems.
With earlier roles spanning HR management, project coordination, financial analysis, and private sector engagement, Bulut brings a multidimensional perspective to people and organizational development. He has worked with the Turkish Cypriot Chamber of Commerce, Thomson Reuters, and Başman Group, and holds a Master’s degree in Business Management from University of Kent in Canterbury with a professional focus on HR strategy and innovation.
